My vote goes to Lucky Luciano, the founder of the Commission, dividing up the pie in NY between the 5 families. The other families in the states rode a back seat to the NY mob. The Sicilians were probably more powerful, but i don't know anything about them????

To Russians, it took only a few years to start earning billions of dollars in the US. The most sophisticated "white collar" crimes have been committed by Russians.
