In the electronic timing era, 4.25 seconds by cornerback Fabian Washington in 2005.
Before, 4.29 seconds by Deion Sanders in 1989.

First off...Marvin Harrison NEVER ran a 4.03....How do I know? Because the guys on NFL Network were talking about the 40, and the fastest time to come out of a combine was a 4.19 by Deion Sanders. They said that he decided to do it at the last minute, and ran on turf that was "slower" than the turf that is there now, and the scouts and players stood up and applauded him right after he did it...

Unofficially, DeAngelo Hall beat Michael Vicks record, and ran a 4.15 at Virginia Tech, but again, without Electric Timing, it is hard to say how accurate that number is....It was probably more like a 4.23-4.25 range, but it's the fastest time RECORDED at Va Tech...

So at the Combine it would be Deion Sanders...

If you want to go into "urban legend" times

There's things like DeAngelo Hall 4.15, Bo Jackson 4.2 or 4.18, The Ismail brothers ("Rocket" and "Missle") anywhere between 4.11 and 4.19, Deion Sanders 4.19 (and an even more outrageous 4.25 backwards), Michael Bennett 4.13, Laveranues Coles 4.2, Randy Moss and Michael Vick 4.25 (I'd say Randy could do that in his prime).

Although unofficial, there is also the 4.15-4.2 (the 4.2 suposedly at age 42 --though if true, I think it would be 4.2 RANGE, not flat) of Darrell Green that is very believeable, as that man is DAMN fast (he was fastest man all 7 times at the pro-bowl).

I don't know the exact 40 time but one of the fastest men to every play in the NFL was WR Willie Gault who played with da bears that won super bowl xx.

The fastest ever recorded was Joey Galloway in a individual workout with the Seattle Seahawks before they drafted him. He ran a 3.9. This was not an electronicly measured time though, so don't trust the accuracy.

And I'm not just saying this b/c i like him or im a fan......its hard to find the stats now but I will never forget the 1st time i saw his 40 time when he was entering the draft
