In XP you'll have to go to control panel, administrative services, computer management, disc management and then you'll see the unformatted external (which will NOT show in either My Computer or Windows Explorer until it is formatted).
A window will come up to initialize the disc, and then you can format it via a right click.

Go to My Computer and right click on the External Hard Drive and Select Format. NTSF is the preferred Format.

To format an external drive, simply open My Computer, right-click on the usb drive, format.

That simple.
