Windows Defender has been a stable spyware product for a long time. I would suspect Norton security. I'm worked on a few pc's where norton has made the pc have issues. Not sure why.
Uninstall norton and install AVAST anti-virus to see if Norton is the problem.

yes norton and windows both will report the other as a virus becuase of the way a program runs is in the definitions of both to be on the look out for and anti-viruses and viruses are basicly the same type of algorithm

Windows Defender is a program that rids your computer of spyware, popups, etc. It has nothing to do with viruses.
Norton, I guess, advertises it canr id your computer of all of the above. But it's crap. I would highly suggest getting rid of it.
But to answer your question, yes, they can work together.
