If you are asking about C:\WINDOWS\Downloaded Installations... the answer is yes.

You may run into issues when trying to repair/upgrade the installation, but if that is the case, you can re-download the installation and try to reinstall, at that point, it should ask you if you would like to repair/uninstall.

I have been creating Virtual Machines for my company to pass out to employees with our software installed on it. I have just verified that I have 4 builds of the same application in this directory... at 150MB a piece, they need to go.

What are you trying to accomplish? If your saying can you remove an xp installed program or software and your running windows xp, I wouldn't recommend. You should never remove system software from a system that your currently running. You may think you don't need it, but you may need it for a program you don't realize you need it for.
