Can you believe this?

Question

I took a police officer employment test last week.. got my results but there was a wrong letter in my envelope. I called the training officer and he said everyone that didn't get hired received a wrong letter, as the Captain put wrong letters out, not paying attention.

Basically, I'm upset about it, but what kind of department would do this? Did they not really care about those who weren't getting hired?

It can be quite an easy mistake to make, especially if you have a lot of envelopes to stuff but I don't think that they handled it well the way that they told you over the phone.
