I really haven't found a way to tell if it's low. After a lot of half done make up I started keeping an extra on hand. Then when I open the spare I go buy another for next time. I have added water to it and it worked a little, but it was better than nothing.

You can tell when it's low. It starts to clump and there's usually little to nothing on the wand when you use it.
To be certain, take a kleenex and wipe your wand off, then insert the wand back into the tube. If little mascara comes off on the wand, you can suspect that you're running low.
FYI, on average mascara will last about a month. It should be replaced after that automatically for sanitary reasons. Usually mascara will omit a strong aroma when it's too old to be used.

NEVER add water to mascara, that causes bacteria to form inside the tube and that can be transfered to your eye! It's very dangerous, so again NEVER do that.
Hope that helps!

I always have a backup (heck I have lots of backups). If you don't you can put the tube in a glass of hot water (tightly capped) for a minute or 2. It will soften whatever mascara is left and you should be able to use it another time or 2. Don't put water or anything else in the tube.

the best way is to buy 2 at a time and very 3 months throw one out and then replace it with the other one, this also cuts down on bacteria that could cause you to get an infection in your eyes

If my mascara has stared to get more chunky and dry than usual, then I know it's running out.
I wouldn't add anything to your mascara. It even says on the label that you shoudn't. ( read the cardboard part....) Plus, it could probably irritate your eyes.
