First off you are both jailbait if you're planning on anything physical and in most states the older person gets in trouble with the law.
As for what to do...Say hello, introduce yourself, be yourself. You can be friendly, polite and respectful and still keep your cool. Be a friend first and don't forget to focus on schoolwork.
Break the ice by talking about something you have in common, like homework. Meet at the library for homework. Walk her home. Always be polite and treat her nicely and expect the same from her.
Don't touch anything that your not supposed to (you know what I mean).
Take it a day at a time and become friends first. The rest should fall into place if it was meant to be.

When you are kids, 2 years is a huge difference. She is too young. She must be so much more immature than you. Do this simple test, if she doesn't know how to turn a fraction into a decimal, and she should, she is too immature. And BTW, I think your other 8/9th grade friends are seriously going to think twice about how smart you are.

Why don't you just ask her out?
There is something you need to keep in mind, people change a lot at this age. Are you two closer to 1 year apart or 3? Can be a big difference at your age.
