Yes. Yes it can. I have done this several times, i never get numb but it does get very itchy if it was tighter than the size of my arm.It is a good ideal not to do this, even tho, i do it alot, without even thinking about it. try to find bigger hair bows that wont be as tight,if you have a habit of putting them on your wrist.

Sure can! They de-tail sheep that way, rap a rubber band around tail and cut off the circulation till the tail falls of. Its a lot more humane than the way you remove cattle horns believe me!
