what about at least a bit of smoking?

In "Good Night and Good Luck" all the characters smoke CONSTANTLY. That might be your best bet.

Norbit is PG-13 and it has some seens that see people smoking but thats all I can recall.

The departed has alot of smoking in it? Not sure of its rating though.

These days, smoking justifies an R rating. I don't think you'll find one that's not R.
