im not getting enough power the meter is not turning now as it did few weeks ago

You need to make sure the meter is in correctly and tight if it is not tight you could cause a fire . Might want to call a electrician to look at it to make sure it is in right and last resort call the electric company although this may get you in trouble with the electrical inspector if there was no permit pulled. and make sure you are getting 220 volts across both hot wires

you should have a qualified electrician measure the load side of the meter to ensure that you are getting enough power at the circuit breaker panel. if so, then the problem lies within the meter itself and is up to the utility to fix. Try looking for any foreign object on the outer meter housing. Magnets tend to malfunction residential meters.. Some try to scam the utility out of free power by altering their meter in this manner. You consume the same amount of power but the meter doesn't spin fast as it should. If you have inadequate power in the circuit breaker panel, you should try tightening the lugs on the incoming power feeders. Make sure power is disconnected first for safety

When your electrician you hired did your panel change, did they also change out your meter-can and your wire which connects to your local utility source? If they did this as well which is usually called a service change. When installing a new meter-can it is common that a old meter will not fit in newer meter-cans due to size differences. My guess the electrician just rigged the meter in to fit even though it isn't designed for that type of meter-can. You could easily fix this problem by calling up your local utility company and they will fit you with the correct meter for your meter-can usually for no charge at all. I hope this helps!

you should not be messing with the panel at all. it is one thing to add a breaker or cuircuit but if changed the panel you should have called someone qulified to do the job. Obviously by this question you do not understand how it all works.
I could give you a few things to try but am convinced there is a good chance of you killing yourself messing around not knowing what you are doing...Lets

1. call a licenced electrcian to fix it
2. contact your local power utility or have your contractor do it

if you dont call # 1 or #2 you'll need to call your fire department very soon.

Careful there are also heavy fines if you are convicted of trying to steal power
