The Indian subcontinent has been ruled by large kingdoms and princely states for hundreds of years.
This was later replaced by the British which established a unification of regions (yes, its true) and later when the intial governments were formed, they were essentially socialist in nature. In short, Indians have been used to the concept of a welfare state.
Now, did this experiment succeed? Not quite, because the policy makers did not take into cognizance the essentially diverse nature of the citizens.The rate at which the reform and improvement needed to take in all spheres of Indian society did not exceed the depth of the problems that existed-notably caste divisions resulting in sharp economic and sharper social demarcations.
Hence the task of nation building did not take place as fast as it should have. The government has always had difficulty in balancing various needs coming from various sections of the society.
The middle class growth, however, did take place for the past 25 years atleast.It is time that the educated people take the responsibility for the next steps here. Some of the critical areas that should be identified are
1) balancing "consumption with social concience"- aiming to re-distribute wealth uniformly across sections and enabling all legislations and policies towards this.
2) Making concerted community improvements in law and order and public discipline (cleanliness, traffic discipline etc)-this will only improve if small steps are taken as a community
3) Once the law and order is improved the Justice system will be better enabled
4) Control media in order to pare down entertainment and spread knowledge and reflect true journalistic values
5) Stop patronizing politicians
If these things start at a micro level, then the word will spread.

I have been pondering about this a lot. I think the Indian government is one of the most selfish governments in the world. The poverty and the begging in India is increadbly huge. We are competing head to head with China in becoming the world super power. China for its import and export, bussines skills, and they are educating the youth. India for its medicine being able to supply & provide aids/ hiv medicine for a lower cost so people in other countries as well as home can afford it. Also, we have the largest Democarcy in the world. Yet the government does nothing for its people. Democarcy is of the people and for the people. Look at the restrooms they are so unclean, look at some of the roads they are not built properly. Profusions of people rather go to France, Paris or Spain ( & nothing's wrong with that) because they think India is dirty. If you go into the Indian houses they are extremely clean and women spend many hours perparing the meal. I am not degrading my country. I love India the roads, the land, the culture, the food, and the clothes, and the hot people.
It is the most strangest thing how social India is and they can so shout out seeing poor people. It is the most strangest thing to me. I think largely the government is the one to blame. They do absolutely nothing!.

Yes blame lies with both masses and classes. Take the conditions of our roads for example. How many of us are ready get the permission from P.W.D and toil on the roads to improve the condition of the roads? This would also expose those who have been supplying raw material of poor quality to skim the money. We will also be aware of how much efforts it takes to maintain the condition of roads. But who cares? We usually blame it to P.W.D and expect them to do their work as they are paid to do the job. But aren't we who suffer from traffic and hence pollution problems everyday?
And Governement, likewise doesnt trust us when we indeed think of doing something good. They would have us hear a long sermon on how we should be selfless and working for country's good. Or there will be some 'morcha' lining in front of P.W.D office claiming that we don't want people to work on the roads. Roads get crowded and we are late to reach our workplaces! In effect we all suffer!

Simple, to build a great nation, a great deal of sacrifice is required. But everyone is so selfish.
There are so many solutions, but so few seekers. Everyone is ok with talking but doing it, they all shy away. The things that concern us in the order of importance... first ourselves, then next our family, then friends, then may be neighbourhood, then our state or our language speaking people, and then finally our country. Let us think about our own welfare, for the welfare of country there is everybody else to think about...
Gandhi said, if you want to change the world, the change must first come in you...

I personally feel it is because even the Indians of today remember their heritage and know that the Indians were are people who tried to live in balance with nature and mother earth.
Not raping her over and over and over like the supposed civilized white people have done!!
You are right that the blame lies within the masses to have let the government control us and treat us like a bunch of mushrooms---kept in the dark and fed bullshit!

Governments are the mirror image of it's peoples..the lazier and corrupt the people, like-wise it's Government...
Ask yourself, why do the masses vote for the likes of criminals, underworld dons, (movie actors / sportsmen etc.. with NO experience) and the likes as Govt reps ??
Would you pick up a piece of litter from the road and put it in a dustbin?? Not me !!

pessimistic WE R NOT.all nations have these problems and there r fighters and nonfighters every where.the common man is an awakened species today,the use of the RTI act by a road side tailor in mumbai is enough to say it all.,the way the hillroad residents(mumbai) took the bmc to task is another example,these r just a few of them.the common man is the back bone of our economy and he has realised it.
