Sure you can. Just make sure the attributes of the canvas is big enough to accommodate the two pictures and the heart. [Image > Attributes]. Or, you can stretch the canvas by dragging the lower right bullet. Copy the first picture, paste it [place it where you want it], do the same with the other and continue your project. [Use the select tool (the one that looks like a dotted square or dotted star) to select, then drag the selected portion around to wherever you want it.]
-If you really like working with pictures and doing all sorts of graphics, I would recommend purchasing Adobe Photoshop -- its much crisper and you can do way more.

If you're talking about the application MS Paint, then no. There is no "drag and drop" feature, unfortunately. Once you let go of something in paint, that's where it is, and if it was on top of something, the covered object is gone. If you don't secretly have something like Photoshop, and all you're shooting for is a quick way to put together two pictures, add text and a heart, and print it out, I'd say try Word.
Open up a blank document. To get your pictures in, go to Insert>Picture>From File... and insert your picture(s). To make them moveable, go to Format>Picture. Click on the "Layout" tab, and select "In front of text". Hit OK. Now you can move them around by dragging them, and if you click on one of the tiny white squares in the corner, you can resize it too. Move them to where you want them to be.
To add text, go to Insert>Text Box, and draw a box with your cursor. While the box is selected, you can change font, size, and color by going to Format>Font. To make the box see-through and have no border, or change the colors of the background and border, (while the box is selected) go to Format>Text Box. Click on the "Colors and Lines" tab, and choose the background (Fill) and border colors, or select "No Fill" and "No Border" to hide them.
To add a heart, go to Insert>Picture>Autoshapes. This pops up the Autoshapes toolbar. Click on the second icon from the left ("Basic Shapes" if you hover over it) and select the heart tool. Now use your cursor to draw a heart how ever big and whatever shape you want. Once you've drawn it, you can use the white corner boxes to reshape and resize it. To change the color and transparency, go to Format>Autoshape. Click on the "Colors and Lines" tab, and change the fill or border color. To make the line thicker, increase the "Weight".
I know it's a bit tricky. You can either do that or install image software (like Photoshop), and learn how to do it with that.
