I use the same size Wacom as that one, and I do some professional-grade stuff. It's very basic and cheap, but I'd recommend it if you're just starting out. Besides, you don't need the bigger models to do great work--I definitely don't need anything larger.

You can get the hang of it first if you get the one you're considering, see if you like it, because remember that not all people LIKE tablets. You may not be comfortable with it at all, and consequently never use it again. And yes, that would be a waste of money if you got a bigger size. If you DO like it, however, you can always get a better one later, and give the smaller model to someone else who might enjoy it. :D

You should really get an actual version of photoshop if you're serious about graphic design. Elements can be pretty restrictive.

Most people get the 6x8" Wacom tablet. Unless you have a specific reason to get the 4x6, it's worth spending the money on the bigger one. Cut a piece of paper down to 4x6 inches and try drawing on it, just to get a sense of what it will be like to work with.

I only payed 99$ canadian for my 4x6 tablet and that was only a few months ago also a wacom. The tablet you showed there seems to be a good one the only negative thing I would say about mine is I wish I had a bigger one because I paint with it.
