If I remember my physics well, than the answer is yes. The venturi, has the same cross section as a wing, except it is in a circular shape. As air enters a venturi it accelerates the same as when passing over a wing. The outcomes however are different. In the Bernoulli effect there is a presure drop from top to bottom causing lift. In a venturi there is a presure increase from front to center and then rapid presure drop from center to back
