Between 13-20 mph I have an irritating noise/vibration it is like whoo-whoo-whoo-whoo and increases with speed up to 20 mph. The hub assembly is over $200.00 so I want to be sure it is the problem.

Had the same problem on my Saturn except for the vibration. It was the hub assembly. I had it taken care of quickly, so maybe mine wasn't as bad as yours and I didn't get the vibration. I got lucky mine was covered under warranty, made it by 285 miles.

You could try removing the hub, cleaning the bearings, repacking with grease & see if it makes a difference. If it does then that is the problem..

tires can also make that noise . have your tires checked be for you replace any hub bearings
