Unrestricted Free Agents are players that are allowed to explore other franchises and whether they want to play with them ,and they can sign with no restrictions, hence Unrestricted. Restricted Free agents can do the same, but the team that the player left from has the right to match the others team offer to keep him.

Also, if an unrestricted player signs with another team, the team he was previously on gets NOTHING for him. They just lose that player, get no other player or money or draft pick in return. If the player is restricted they will get some form of compensation for him.

Unrestricted- Players can sign with any other team with no restrictions
Restricted- Teams have the right to match any other teams offer in order to sign him back
