Referee called shooter for stepping on line before he even shot the ball, and gave ball to opponents out of bounds. I thought he at least had to shoot the ball before the call is made. Is the ref right or not?

Sorry but once the official hands the shooter the ball, he can't step on the line. This time the referee is correct.

If he had the ball when he stepped over the line, the ref made the right call. If he didnt, I'd be one very mad coach making one (or numerous) very mad calls to the Ohio High School Athletic Association

That's horrible
you do have to shoot
before you can get called
in that case
if somebody had to walk to the foulline to shoot it would be the other teams ball
the ref is so wrong

I doubt the rules differ. I would think he would have to shoot first, since you could be behind the line and actually jump over when shooting would be illegal.
