It was a combination of a military dictatorship and Imperial forms of government. The Emperor while worshiped as a god and seen as having great mystical powers was primarily a figure head much as Englands Monarchy is currently. The day to day running of the government was done by Prime Minister Tojo.

Emperor Hirohito was Japan's Emperor at the time of WW2. The day to day running of the country fell to the Diet, but the Army and Navy had veto powers over cabinets. By 1936 the Japanese military was firmly in control of the Diet and the Emperor.
So despite the Emperor and the Diet, Japan was basically controlled by a military dictatorship.

A monarchy in which the people believed the emporer to be a god. Shortly after the war the people changed the belief system to eliminate this belief in godlike power of the leadership.
