I think that the Republicans would say that it was legal, because the United Nations' Just War Theory requires that intervention not preemptive and for good cause. When Iraq invaded Iran, and the international community intervened, it was not preemptive. However, it was pretext because Iraq had specifically checked with the US to see if they were OK with Iraq invading Iran, and the US administration gave an ambiguous, who cares type of response then immediately intervened in Iraq. I think it was against UN Just War Theory because the reason for the attack was pretextual and underhanded. But it really depends what you mean when you ask "was it illegal?" was it contrary to the UN was it in violation of what laws?

Let me get this straight: The Iraqi army, at the orders of Saddam Hussein, invade the neighboring country of Kuwait and completely overrun it, routing their military, pillaging the entire country, raping the women, and destroying anything they get their hands on, and you're asking if the actions by the REST OF THE WORLD to help Kuwait was legal???

You're confused, all right....
