You should have offered insurance on shipping. You should have also paid for tracking. Both services would have been paid by the buyer. What if they recieved it? How would you know if there telling the thruth?
In reality, this would be there lost if you had offered the services mentioned above and they refused to get it.
Depending on the amount of cash, I would work something out with the buyer. You need to replace the item or refund the money.
Next time, say "buyer must pay for insurance". Insurace and tracking is very cheap at the us postal service .

Unfortunately yes, you do need to refund the money. If you can't prove it was shipped and received by the receiver your stuck. Ebay will ban you for bad response to shipping and if you used paypal, they'll take it out of your account without authorization. They don't need it. You gave it to them when you signed up. Always shipped registered mail so they have to sign for it. thats what I do. Then you have something to fight with.

How was it shipped? if ups, call them with the tracking # and find out what happened. if via the us post office, did you use priority mail with tracking? if not you can still call them and they can attempt to do a trace.
sometimes people receive the item and notice there's no tracking feature, so they end up getting the item for free.
on your ebay auction, did you offer insurance? if yes, the buyer moreorless lost out, with insurance, you're both covered. without it, you can say it was mail via the USPS to this address and they will have to call their local post office and find out if its there.

Happened to me. I refunded them and claimed back from the Post Office. You need proof of posting though.
