Well, some states have different laws on turn signals, and if that is what you mean by going into your lane *without turn signal* I would think that is the best time to honk.

But if you are on the interstate or something there is a requirement of how slow you can go, so then you should honk then to.. or just get in the other lane *using your turn signal.

Honking should only be used as a cautionary warning signal. If a person is going too slow (and how do you judge what is too slow?) there may be a reason -- mechanical problems, confusion over road signs etc. Honking doesn't do anything except annoy other drivers.
If someone isn't paying attention and veers into your lane, then you should honk, to alert them to the danger. If they have signalled that they are merging into your lane, you should drop back a bit so they have sufficient room to merge safely.

I will only honk as a safety warning and never as a reaction to rude driving . It really does not solve anything .

if someone is going to cross to close in front of you - honk.
If you are going to pass someone and they are driving a vehicle that has an obstructed view of what's behind them - honk to give them a heads up before passing them.

If someone is going to slow - don't tailgate, just pass them when its safe to do so
