Because, The Scots are actually Irish.

The Scots were a tribe from the northern part of Ireland (Ulster area), who conquered the native Picts in the land north of England about a thousand years ago. It's a very similar culture, so unless you hear people playing "Scotland the Brave" on the pipes, Scotish music will be similar to Irish music.

Another thing... the big Highland Bagpipes are designed for warfare and are able to be played while walking, the Irish Eullian (sp?) pipes are played sitting down.

It's not more Scottish than Irish. They sound very much they same, but they are very different. Remember much of their culture was mixed throughout history.

Scottish and irish music is quite similar..as they both use some form of bagpipe :)
