They need to use what has worked well in the past. They need to find converts so that they can expand operations into neighboring communities, find converts there, and have sustained constant growth. Try the old 'Conform or be Damned' line, or maybe the 'Join and get laid' line. That's newer, but could work well. Swamp potential resistance movements with leaflets that offer anything a person could want before moving against them. Their numbers will be smaller, your numbers greater, new people could bring new ideas, and the ones who left them to join you can tell you where they hide the liquor. Don't deny the power of sensationalistic marketing. Demonize the opposition and claim to be 'liberators'. All who oppose you are the Enemy and must be smited!

You'll need to get them all internships, preferably at any Fortune 500 company with unholy and unspeakable corporate practices. Can you say "Halliburton"?
