How do I convince recrutiers that I want a job in a new locality instead on my current locality?

I'm looking for a new job out of state, but I keep getting potential job offers from within the area that I live.

They do this because they think you want to be close to home and that's what you want to hear, once you go through basic, you will be assigned and you will probably have a better chance then of getting a job away from home.
