Homemade Saline Nasal Spray
Home remedies are some of the best remedies for relieving stuffy noses. Don’t spend money on saline nasal spray. You can make saline nasal spray to clear your stuffy nose, and you’ll be amazed by the effectiveness of a few natural ingredients.
You’ll need one quarter teaspoon of salt, and one cup of water. To eliminate impurities, boil ordinary tap water, or use distilled water purchased from the store.
If using tap water, add the salt, and boil it for approximately ten minutes. Let it cool completely. Fill a clean nasal spray bottle, or use a bulb syringe. Put between six and ten drops of salt water into each nostril to clear the sinuses.

I haven't had a cold all winter because BEFORE I go outside I take a Hall's Cough Drop. Otherwise, I'd be no good outdoors at all.
Sinus pills, especially Contact tablets, always seem to work for me, but this stuff works well, too. They make many formulas of Robitussin, but this is the stuffy head formula:

Oh, eat some chicken soup or chicken broth. It helps quite a bit.

Take a hot shower and breath water in through your nose. This will help loosen it up and clean you out. Then after shower breath salt water in through your nose. This works on sinus like gargling with salt water works on throat. Be near a sink when you first try this. You may gag until you get used to doing it.

Don't use nasal spray (like Afrin) it's VERY addictive and will only cause your stuffiness to get worse. If you have constant stuffiness, then see your doctor. You may need to see an ENT (ears, nose and throat) specialist.

"The cure for a stuffy nose is to make it runny, and few things make it run faster than spicy meals. Hot and spicy foods trigger a reflex response to make your nose runny." says Gordon Raphael, M.D..." or you can get a sililar effect from smelling an onion.

You can use the spray decongestants (like afrin) for up to 5 days; longer than that, and you get "rebound congestion" (ie worse than before).
You can also try hot teas/liquids, warm showers, a humidifier in your room, and exercise.

sniff vicks vaporub, or put a little dab of it under your nose (not in your nostrils).
Eat something hot and spicy.
take a hot shower.
There are sprays you can get over the counter, but you can't use them more than a couple days or you will be dependent on them.

mix a tablespoon of cyan pepper into a cup of water and drink it in one gulp. Your mucus will flow freely from your sinus so have lots of tissue handy.
