This is a tricky question.

So long as you have no blood borne diseases (hepatitis, HIV, etc), then it is perfectly safe for both of you, with or without protection. If one of you does have a blood borne disease, then is increases the risk of transmission, even with a condom.

One of my favorite times for intercourse is during a period. I have always found the blood warm, soothing, and sexy. So what if it makes a mess. Put a towel on the bed and keep a washcloth on the nightstand for clean up.

If the man is wearing a condom there should be small risk, however keep in mind that some STDs like HIV are transferred by blood so I would expect that the chance of the man catching something from the woman must be somewhat increased by direct contact with her blood.

It is not risky at all unless it is unsafe sex of course. Infact some women state that having sex while on their menstral cycle is more pleasuring. So go ahead if you want to give him his red wings but safely ofcourse.
