crackdown for xbox 360, can you even arrest people in it?

it is a police game and yet i have yet to figure out how to arrest people... how do i?

No, All you have to do is kill them. You are taking on armed mobs not jaywalkers and speeder. If you watch most Police shootouts (If you watch the news) If the crimanal fires on the cops, the cops can fire back and kill the suspect

no you only kill the bad guys or gangsters because your the cop!
