You're referring to what is called SAR - Specially Administrated Region. From the time that China regained control of Hong Kong, they felt would leave Hong Kong as its own autonomous system for the most part for 50 years. China may be backwards on somethings, but I believe that keeping some democratic and captalistic ability is for financial gain. They don't want to create chaos and crash a strong established market at least yet.

I believe it's the system of 2 governments, you see, since 1997 China has owned HK. Before that it was under British rule, and Britain put some sort of democracy system in place. China however, is a semi-capitalist-communist government. China has allowed HK to keep it's government system for a while and I think thats the answer to your question.
