The person who is buried in the plot or the family of the deceased buy the headstone. My parents bought their headstones before they died. After they died, we had the monument center to engrave the dates of death on the stone.

After a person is buried at the cemetery and their relatives go to pay for the service, they ask at that time about a headstone and have one placed on the site. The family (either from their own pocket or from the money the deceased has left in their estate) pays for the headstone.

Each plot is a piece of land owned by whoever purchased it, to do with what they choose. Since it is a cemetery, the usual thing is to bury a body there, and to mark it with a headstone. Whomever purchases the headstone would own it...but there is a duty owed by the cemetery to the owners to protect the safety of that property from any mistreatment.
