As far as your constitutional right to privacy no. Private citizens are free to violate any of your constitutional rights. The constitutional rights you have under the bill of rights and the 14th amendment only protect them from government action, not from private individuals. This is why yahoo can censor what is on its website, and private schools can require students to attend church.
However, the manager may have violated a criminal law or other statute. Unless you know he does this often I would just talk with him or his manager to make sure it doesnt happen again.

First of all there really is no Constitutional Right to Privacy(I know thumbs down). And even the implied rights to privacy that have been granted through legal rulings do not cover private property.
Now if the Restaurant Manager comes in looking around in a bathroom for the opposite sex, and does not announce him(her)self before entering and snoops around while someone of the opposite sex is in there and announces they are in there, well there may be a voyeurism law that was broken.
