are you talking about the no child left behind?? its a law that has a lot of standards for teachers, they must meet a lot of requirements. "No child left behind" means that the entire system moves at the speed of the most disadvantaged child. If the Spanish-only speaking 6th grader new to the country (and who has never been to school yet) can't read or write or do any math, then the entire school system must slow all the kids down to his level so that "no child is left behind."
Then the teachers are required to show how they are keeping everyone up to grade level while making sure the learning is going as slowly as possible so everyone can keep up.
It's a terrific program that ensures our schools are properly dumbing down all children to roughly the intelligence of the family dog. I mean, as long as the dog isn't a German Shepherd.

Every child should be given the chance for a good education, setting aside race, gender or wealth. Every child has the potential of being the next president if they have been given the opportunity to learn everything that they can.

"Every Child Matters" concentrates on all children, but has specific reference to those in care and those who are disadvantaged.
I think the Equal Ops statement is that every child no matter thier ethnicity, age, sex or disability deserves equal access to services such as education, basic standard of living etc.

My grandson has a hearing and speech defect and aspergers.
as far as his headmaster at school is concerned, he dont matter one iota...in fact the headmaster is always thinking up ways to get him out of the school.
Always putting obstacles in his way and generally being a tw*t.
My daughter has battled with this b*st*rd for over 3 years and every time she thinks they are getting somewhere, sh*t head f*cks it up.
'Every Child Matters' is a joke.
Excuse the expletives...that guy makes me so mad.
