Austria, Belgium, Finland, France, Germany, Greece, Republic of Ireland, Italy, Luxembourg, Netherlands, Portugal, and Spain.
(producing and using since 2007)
Slovenia.
(countries/microstates with own Euro coins but rarely or never use them)
Vatican City, San Marino (using Italian Euros), Monaco(using French Euros)
(countries/territories using Euros but not producing them)
Andorra, Montenegro and the Kosovo province of Serbia.
