Pretoria is the administrative capital, Cape town is the legislative capital and Johannesburg is the judicial capital.... there ya go... you choose, lol.

The interesting thing is that the distance between Cape Town and Pretoria is more than 1400km. Cape Town and Bloemfontein just over 1000km
This arrangement was reached when the four former different republics - i.e Transvaal, Natal, Orange Free State and Cape of Good Hope merged to form the Union of South Africa. The Afrikaaners were a strong majority in three Republics - Transvaal - Pretoria; OFS - Bloemfontein and Cape of Good Hope - Cape Town. They cleverly negotiated for their Republics to remain on the radar screen in matters of governance. Looking at it carefully, they made a lot of sense!
