Will a corporation in (insert country name) steal another corporation ideas because the country in which they reside does not effectively prosecute intellectual property (patents...)

If General Electric has a great new invention. Will (insert country name) allow Company XYZ to make cheap knock-offs. If they do then all the research and development that goes into the invention is partially wasted.
