Apartheid is very similar to segregation in the United States during the 50's and 60's. While desegregation in theory gave the blacks many more opportunities, in reality, things were still very hard for them. So, likewise, while the black citizens now have more opportunities, there is still a sentiment that they are somehow second class, which once again limits their opportunities and causes them to turn to other activities, such as crime. Their condition is likely to continue to get better through the next few years, but is still fairly bad at this time.

It's given the blacks more freedom but the country now has one of the worst crime rates in the world
