Why do they say wars CONSUME valuable resources???

It takes time, money, equipment and personnel to fight a war. If it weren't for the war at hand those resources could be used elsewhere. Also, nothing productive (materially speaking) comes out of a war, all efforts are consumed by the war itself.

Because invaluable resources are by definiton useless.
