he is concerned he said it was from using this oatmeal soap i have in our bathroom, and no he didnt bang any whores!

Try switching to sensitive-skin, hypoallergenic detergents, soap, and toilet paper. He might be allergic to something. That's a pretty sensitive area and maybe the skin there just needs gentler care. Here's a list of some products that might be gentler:
Detergent:
ALL Free and Clear Detergent (in the white bottle)
-hypoallergenic, dye-free, perfume-free
Soap:
Dove Sensitive Skin Body Wash
-hypoallergenic, dye-free, perfume-free, soap-free, extra gentle, with moisturizers
Toilet Paper
Cottonelle Toilet Tissue, Unscented with Aloe and E
He might also try using Solarcaine Burn Relief Aloe Extra Gel. It should work for irritations like that. He should also avoid sex until it's better. If doesn't go away, he should definitely see a doctor.

I know your gonna think its his penis not his throat but keep reading anyway!
My son just got over scarlett-fever which is an advance form of strep throat some of the symptoms are ruff skin(like sand paper)
in the folds of the body (groin-area armpitts the back of the knees)
He was so far advanced that it was near system failure!
seriously scary stuff!
I'm not sure if your husband has been sick lately but this might be a possibility.
Either way he needs to see a DR soon

Maybe its an std. i wouldn't know what. probly from not washin it off after he got done banging some co-worker or street whore.
