social relating just means how you interact and get along with people in a social setting - at the grocery store, a party, at school. etc.

it refers to the ability for people to understand the need to change and adapt their behaviours in a varity of different situations in order to appropriately relate to others, for example the way you relate to your boss at work or your teacher at school is probably different to how you interact when meeting new people at a party.
