Is there a program that will let me scan my pictures and then add text color and edit them. Should I put my drawing on a certain type of paper? Any info on the subject would be great. I want to have a great finished look before publishing.

I would agree with using a traditional medium. They can always be scanned in later, and besides, most editors want to see the the text and illustrations as they would be laid out for the actual book.
Just do the drawings, scan them in, add the text and print or have them printed. Send it as is, and let them know you can photoshop them. Also have an extra set of prints made, in case they get lost in the mail.

whatever you want. are you going to summit your work as hard copy or soft copy. hard copy meaning in paper forms. and soft copy meaning in a computer graphic file. if you submitting your works a traditional medium, you need a good quality paper for quality finished. if you summit as a graphic files, you can use anythings you want because you will be transform into graphic files and no one else see the original works.

or illustration, most illustrator used pencil, color pencil, ink, color ink and acrylic rendering for fast drying process. for these medium, you need a medium to heavy weight paper for durability.

you can use whatever you feel comfortable using. remember that you can always add touch up to your work after you've scanned into graphic files.
