I get sorta pale in the Winter but really tan in the summer! Please give me advice for both if possible

Ok, if you can get away with not used cover or concealer...dont use it!
If you have a light skin tone....should all natural looking colors, such as baige and LIGHT pink for blush!
For your blue eyes....keep with the shades of blue, white, and gold! It will make your eyes shine!
For lips use a light pink! NEVER RED! =)
For eyelashes....try to stay away from all black...try using a brown or blue...Black is too dramatic for blue eyes!

Hey there. I'm a make-up artist and I'll try to answer to this. It's hard because I can't see your photo. But if you have natural blond hair and blue eyes theres big chance you are a "spring" type of a girl. If your skin is like pale, transparent, you can definitively follow my advice and you will look awesome.
If the above is true, never wear brown colors, they are not your colors. What you have to wear are soft, cold colors like soft orange tones, blue, soft pink and so on. You can wear strong eyeshadows AND strong lipstick colors, both at same time. Other types don't do that, but you can... If you are this type. But like I said, it's hard to know just by your description...
I can't recommend any products since I don't see your skin by my own eyes. If you however aren't sure if you are this type as I described you can check my website for more info, also find photos there of my make-ups and you can get many ideas how to wear your make-up and which colors to use...

Hello. I took makeup in college, Merle Norman, is one of the best. You want makeup to look as natural as possible. First put on a little bit of face cream to moisten the face. Then put on well you would need a medium base, not to dark or light. Smooth that in real good, then use a medium base face powder, real lightly pat it over your makeup. This is to keep the makeup from looking greasy, then use a nice rouge, stroke it from the middle of your cheeks upward, then put on your eye makeup, and eye shadow. Now your ready for your lipstick, don't use a real dark, use a medium color, like between purple and brown, or a dark pink and maroon. Be sure the eye mascara, is on smooth and not lumped up. Your ready to go. Enjoy

Try useing peach colors and pink blush and brown eyeliner oh ya and black mascara.

Try cover girl its not expensive and its good.And with your features I would go with a light pink.
