I dont know much about rats. But i think you should possibly go for a smaller rodent? Such as the much loved dwarf/teddy bear hamster? or gerbil perhaps? Guiena pig? Your mom probably doesnt like rats. which i wouldnt blame her.
But if you truely want a rat there what you do:
Get a rock and pretend its a rat. Make a cage and toys and food out of house hold items and be sure to feed it and play with it give it fresh water everyday so your mom knows your responsible enough. Do this for 2 weeks or so. Then make a powerpoint or a slideshow or a report that states why you think you should get one. Provide a list of items and prices and how you are responsible. Do some research on what they eat, behavior and such. AT the end of your report tell what you did to make your pretend pet feel at home.

Try asking for something that requires more maintenance like a puppy or a cat or a rabbit, you know what I mean? Then ask if you could just get the rat instead. You know what I mean?

Maybe it is the word 'rat' that stops her, maybe a rabbit or gerbil or a Guinna pig or a honey glider. There are a lot of small animals that make good pets for kids.
