Take the address of the bill and put it in a reverse search engine like www.whitepages.com or www.reversephone.com to find out a phone number.

To complain you may contact your state regulator (who regulates phone companies) and/or state attorney general. Consumer action groups like the Better Business Bureau may be able to assist you also. Your in-state representative may be of help to you also. Phone or email a the representative's aide and then send a letter to be forwarded to the phone company via your state representative. SO the state representative is now sending a cover letter to the phone company. That will get noticed.

Finally, phone companies are regulated by the federal government via the Federal Trade Commission at www.ftc.gov. Although they cannot represent you a letter to the FTC will be sent to the phone company and can get results. Moreover, the FTC may take independant action based upon a pattern of complaints against the same company.

Good Luck
