In florida, Its 16, and after you have your learners license for one full year and have the 50/10 law, meaning you have 50 hours of driving experience, 10 of which is nigh experience. After that, you have to take a driving test and if you pass you can get your operators license.

when you turn 15 you can take the test for drivers permit to drive with an adult in the passenger seat(someone 21 or over) . You can read all related info. at the State of Florida Division of Driver License web site as well.
