Totally depends:

Safety measures:

Always try to use a small screen
Try to sit as far as the cables will allow you
Take regular breaks for 10 mins every hour.
Play in a well lit room

I personally agree that you should either:

have the screen flat directly in front of you for short term users.

if you stare (or need to) stare at the screen for prolonged length of time per day then I suggest you place the screen at the corner of the desk, with it titling toward you. This is good for long term use as it promotes glancing away from the screen, i.e looking at the wall.

Either way never learn to the screen of play in a dark room.
