Most people who procrastinate are simply people who, in actuality, prefer to do things at the last minute. Doing so allows them to be more productive since they are 'forced' to focus on the topic at hand rather than go off on tangents.
Because many people are 'day' people, night people are considered abnormal. The same with work. Because most people do work 'early' in their schedule, the ones who would normally do it later or last come across as 'procrastinators'. Trying to live according to their rules will only make you more a procrastinator.
A good way to work through this: set a time for when you absolutely, positively HAVE to get it done. For homework or projects, think about the absolute last hour or day you can begin working on it and still make it on time. Then, do everything else on your schedule BUT that, and save it for last. In addition, don't even try thinking or worrying about it until then.
What you are doing is working within the parameters of your brain, and not trying to work according to someone else's standard. By setting a late 'deadline', and also by not worrying about it til then, you are taking the emotional pressure off yourself, which is what is causing you to be so distracted.
You can't 'make' yourself concentrate the same way you can't make yourself be 'awake' when you want to sleep, or 'sleep' when you want to be awake. The more you try to make yourself do something you don't want to, the more you end up doing it.
So go do somehting else, and come back to it later. You won't be any smarter now than later, and the problems wont' be any bigger or smaller later.

I have that problem also!
What you need is an incentive. First you need to WANT to do your work. Figure out a plan that will make you want to do your work. For example, you can tell yourself: "If I finish my work in 45 minutes, I can jump rope for ten minutes... BUT ONLY IF I DON'T GET DISTRACTED!" (answer written by countrymusicfreak) You can change it to fit your needs and desires. If that doesn't work try intervals. Work for twenty minutes and then take a five minute break. Make sure you have EVERYTHING you need before you sit down to work.
*Drink of water
*Sharpened pencils or full pens (with extras)
*Gone to the bathroom
*Make sure your enviorment is calm and relaxed and the way you want it.
Then get to work! If you need to, create a chart. Stick to the chart for six weeks. It is proven that four to six weeks is the amount of time required to break or build a habit! Try it sometime. Make sure that you stick to it because procrastination is a big problem that gets bigger and worse as you get older because you don't have anyone on your back nagging you besides your boss when you get a job.

first turn the computr off and go into a room w/o distractions in there......its fine 2 have music if tht hlp...also it helps 2 have a list of things tht need down and time limits 4 each

work on your will power. set yourself targets. like "if i do this for 15 minutes then take a break for 5 then do it for another 15". Stuff like that. It's always tought to start with. Only if you make it tough though.
