It is called a trapezoid. Some people like to call it a trapezium instead --- why, I don't know.
Just draw two || lines of unequal length and then connect the endpoints of the top line to the corresponing endpoints of the bottom parallel line. You will then have costructed a trapezoid. It has the two || lines you constructed plus two more sides that connect the two parallel lines. If you make the twoo non-parallel lines equal, you will have constructed an isosceles trapezoid.

The last time I checked a quadrilateral has four sides and they are all parallel. The top and bottom and also each sides.
