You can do many things:
1.- Install xampp (suite that includes Apache server, Mysql, Filizila) so you can use databases, php code and FTP service on your PC and I suppose you have a broadband Internet service then you can be able to have your own service all you need now is an address you can use one from dyndns that takes your dynamic ip.
2.- Search for free web page storage there are plenty but some with limits you can use geosites (yahoo service) live spaces (micro$oft service) myspace (a very popular web page)
3.- Buy a domain and pay for storage the domain is really cheap and also the storage.

If you use Comcast Internet Service, you should be able to go to the Comcast homepage and create your own website. If not, I think you might be able to set up a Comcast email account. With this, you should be able to get a free web page. I think its great that you are helping our environment. Send my e-mail a link of your web page once you make it!

For designing your site, you can either use one of their free templates or learn HTML and actually design it yourself. It will look better if you actually design it yourself. If you use freewebs.com, your URL will be freewebs.com/your-sites-name. That is good enough if you aren't trying to make a profit off of your site. =)
