President Kennedy worsens sanctions in February 7th, 1962 and add a little more in February 8th, 1963 when it takes shape basically the way we know it today. The embargo politically has had minimum effect over Castro´s government even though it makes Cuban people's lives more miserable.

My best guess is Cuba... and Im pretty sure its still in effect.
Also, if a cuban national merely reaches U.S. shores he/she becomes a U.S. citizen.
