It's probably because she dosn't feel like she really knows u yet. Talk about your family or your friends and random stuff like that. Or u could show her that your serious about your relationship with her by leaving her little notes in her backpack or purse saying nice little things.(my BF does this and it lets me know that he cares) I know this might sound corny, but it totally works! Lastly, just don't push her! You could always try to set the mood 4 a nice makeout like a picnic at the beach during the sunset or a romantic dinner. Just try to stay off the subject of making out completely. So she knows that to u, she's just not another hookup. in the meantime, just give her little kisses on the cheek. When she feels like she can trust u, then she won't be insecure about making out with u!

u can't force someone to do something..
but you can always try to do this.
since she is a type of girl that likes to talk.. in relationships, you can talk or ask her about how come she doesn't want to make out with you. it maybe something she is hiding, or just not ready yet, or she is shy or she don't know how to or something else. just talk it out with her and see how it goes, probably she will feel it's the right time to makeout with you. don't worry about it to much, just give it some time.
